Update Tokenserver Database to Mysql 8 (minimum)

Google has announced a price increase for any service still using MySQL 5. We should migrate Tokenserver DB to 8.4.4 which is the current LTS. The price increase is scheduled to occur May 01, 2025. This means that we should have the database ready to migrate by mid-April.

This will require testing that there are no significant changes in the database, API, or other aspects, and that all existing Integration and Load testing for the Tokenserver pass with the new MySQL database.

(Note: The story points are set high as the amount of work to convert is yet to be fully determined. This ticket should be updated with a full list of tasks.)
