Add systemd input to the data-pipeline build

Part of the logging 2.0 work. This plugin has been running in prod without issue. Previously it was built and maintained as a separate package so that we could use it with the standard heka releases on app nodes.

More recently some sandbox packaging changes for hindsight compatibility caused the old, undocumented build system to break, hence this PR. With this change we'll switch to using data-pipeline builds of heka on all cloud services systems.
