Preliminary Glean reporting mechanism in Autopush

DAU reporting will mostly likely involve Glean.

Glean does not have an official “rust server” report builder using their tooling “glean_parser.py”.

We will need to hand-construct a Glean output function in order to provide Glean consumable output strings.
