Attempt to retry bigtable read errors

We’re seeing a number of errors similar to “Database error: BigTable error Bigtable write error: RpcFailure: 2-UNKNOWN Error occurred when fetching oauth2 token.” These currently fail out, but we should attempt to retry them to see if this is a temporary error.
