[Linux] Marking cgroupsv2 traffic for exclusion doesn't work

mozillavpn-2024-4-15.redacted.log Describe the bug Adding apps to the Excluded Apps list does not prevent routing through the VPN.

VPN version: 2.21.0 (2.21.0-jammy1)

Affected Platforms: Linux Mint 21.3 and probably other Ubuntu derivatives

Steps to reproduce:

  1. Add a web browser to the Excluded Apps list
  2. Use browser to check exit IP address and note that it is the IP address from the VPN exit node

Expected result: Excluded apps should not be routed through the VPN

Actual result: Excluded apps are routed through the VPN

Additional notes: I've confirmed this with Firefox, Chrome, and Brave but suspect issue is occurring for all other apps as well.
