VPN Simulator still broken for Chinese users

We added font support for Chinese, which is working correctly for both me (macOS in Italian) and baku, but not for our Simplified and Traditional localizers.

This is what @petercpg is seeing

I tested on following browsers on my PC:

Firefox Nightly 112.0a1 (2023-02-23) 64-bit
MS Edge 110.0.1587.56 (Official) 64-bit
Google Chrome 110.0.5481.178 (Release) 64-bit
All of them are natively zh-TW (ie., without langpacks)

And they are running on Windows 11 22H2 Build 22621.1265, x64, zh-TW build with native MUI as well

@Olvcpr423 has similar issues for zh-Hans. So far we checked the Network tab, and fonts are loaded correctly, so it might be some conflict with the OS font?

more data:

• I can also confirm that the fonts is being loaded at my side, would you need a HAR or so?
• Inspecting into the app canvas, no Noto fonts is being used to the element.

After changing my iOS language to English(US), the problem was solved, but Windows with English(US) language pack didn’t. It might be some conflict with the OS font indeed.
