VPN requires multiple taps to be turned ON/OFF

Mozilla VPN affected versions:

• 2.11.0 (2.202209200409) / 2.11.0 (16636460) ;

Platform tested:

• Windows 10;
• Android 10;

Prerequisites:

• Be logged in with an account with subscription for Mozilla VPN;

Steps to reproduce:

1. Turn the VPN ON;
2. Turn the VPN OFF;
3. Observe the behaviors;

Expected results:

• The app is turn on/off instantly;

Actual results:

• Both actions require multiple clicks. (>4)
