[l10n] VPN tips and tricks label is not localized on Windows

• 2.10.0 (2.202208050620)

Platforms:

• Windows;

Prerequisites:

• Have the Mozilla VPN app installed and opened;
• Have an account with subscription for Mozilla VPN;
• Have the Language inside the VPN set to Icelandic;

Steps to reproduce:

1. Log into VPN app using the account from prerequisites;
2. Go to Settings 
3. Observe the VPN Tips and Tricks label;

Expected results:

• The label has no UI or layout issue while translated;

Actual results:

• The label is no longer translated;

Notes:

• This was translated for 2.9.
• this is not reproducing on other platforms.

Just Windows. And yes, Treeherder. We no longer use Github builds, when it comes to Windows, as we understood we shouldn't.
