Unable to complete a tutorial if the CI screen is not closed before starting it

Affected versions:

• 2.10.0 (2.202207282101);

Tested Platforms:

• MacOS 11.6;

Prerequisites:

• Have a FxA account with an active subscription for Mozilla VPN;
• Have Mozilla VPN installed and opened (+Treeherder build+);
• Be signed in;
• Have the VPN turned ON;

Steps to reproduce:

1. Access the CI screen by clicking on the speed icon from the top left side of the activation screen;
2. Click on the “Preferences” option from the Mozilla VPN - tray menu, while being in the CI screen;
3. Click on the “VPN tips and tricks” option;
4. Click on the “Getting started with VPN” tutorial;
5. Observe the behavior while trying to go through the tutorial;

Expected result:

• The tutorial is starting correctly, from the activation screen. The user is able to go through the tutorial and finalize it.

Actual result:

• The tutorial is starting from the CI screen. The user is not able to go through the tutorial and finalize it.

Notes:

• Reproducible for the “Connect VPN on startup” tutorial as well;
• The user is stuck in the CI screen until the tutorial is interrupted;
