Integrate GitHub PRs with Jira tickets

As discussed during the VPN Sprint Retro, we would like to have some way to automatically attach PRs to Jira tickets, based on PR description or title (or something else).

Beatriz Rizental Machado I’m sorry, I didn’t see your previous comment :(. This has come up again… and I think Sarah Bird said she’d own trying to move it forward. I have an action item to set up a meeting with Will C. on FxA team to see how it works for them.
