From a Support perspective, we could inadvertently put customers into a bad state through troubleshooting because Uninstall/Reinstall is a process we suggest to customers.

Verified this on Windows 10 while using Mozilla VPN 2.11.0 (2.202210270555) and it is still reproducible.

This is sill happening on Windows while using Mozilla VPN 2.15.0 (2.202305041551) build.

Closed during bug squashing #2. This is very edge-casey and will likely go away once the settings on uninstall cleanup is complete.
