A way to group related top sites or just to change their order.

Overall I agree on the value but I see a couple issues with making this a high priority:

  • Low base of users will benefit - only 2% of daily users have 4 shortcuts today https://sql.telemetry.mozilla.org/queries/87193/source#216045
  • User discoverability will be hard without a way to inform them, which would add to scope
