The user is not informed when the maximum limit is reached on shortcuts

Steps to reproduce

  1. Launch Focus.
  2. Add 4 shortcuts on the homepage.
  3. Attempt to add the 5th shortcut.

Expected behavior

The user should be informed why the add to shortcut button is not displayed in the hamburger menu.

Actual behavior

The user is not informed when the maximum limit is reached on shortcuts

  • Device: iPhone 13 Pro (15.1)
  • Build version: 9000 (13720).

So the issue might not be necessarily informing the user they can't add anymore, but maybe provide them a visual representation of how many shortcuts they can add. I'm thinking something similar how Firefox does it with.

@razvanlitianu @jevans-mozilla - I think a combo of both would be helpful. I think the empty state visual cue is nice, but it's also always helpful to have an error state. I can create some visuals for reference this week.
