Steps to reproduce

1 Launch a new Firefox install 2 Get to the second tooltip "Firefox Focus stopped this site from spying on you. Tap the shield for info on what we blocked" 3 The shield reports no trackers or scripts blocked

Expected behavior

The tooltip appears on the first occurence of Firefox Focus blocking trackers or scripts.

Actual behavior

The tooltip appears on the first browsed site.
