[a11y] Consider automatically enabling review mode when opening web pages

Most web pages aren't designed to be navigated spatially so doing so can be a bad experience – we could consider starting in review mode, which allows navigation by page element type – whenever the webView is initially focused. Note: Silk does this.

One weird thing is that you may want to navigate spatially in the menu or keyboard but review mode will be enabled by default.

Eitan figured out how to do this in #2062 but the PR needs to be cleaned up to match our architecture.

One problem I discovered with Review Mode in Firefox is that we're unable to enter text into WebView text fields without disabling Review Mode: https://github.com/mozilla-mobile/firefox-tv/issues/2935. This does not affect Silk.
