[Telemetry Audit] Move library bookmarks panel probes to the library.bookmarks_panel.yaml file

The Task

This task is to move library history panel probes out of the monolithic metrics.yaml file and into the library.bookmarks_panel.yaml file with a Library tag and BookmarksPanel tag.

You can look up these probes in the Glean dictionary as well: https://dictionary.telemetry.mozilla.org/apps/firefox_ios

Probes to Move

• bookmarks.folder_add
• bookmarks.view_list

Note: The Library and BookmarksPanel tags will be automatically applied at the top of the library.bookmarks_panel.yaml file. So if these tags are added in the metadata section of any probe, you can remove them.
