[Tab tray UI experiment] The selected tab border isn't applied properly sometimes

Was able to reproduce intermittently by starting cold with no tabs open, then opening the tab tray.
Seems to mostly happen with new tabs, rather than web pages.

It was happening randomly. So far I didn’t get it again. Diana Andreea Barladeanu did you stumble on this issue recently? The selected border is appearing as the little dot in the image

Verified fixed on FF v9000(58624), with iPhone 11(18.5).

Marking as QA verified using v142 since this ticket was already verified in Nightly ( the v142 build was directly cut from the Nightly versions)
