[Intermittent] "Copy URL" option available for homepage tab private browsing in Tab Tray context menu

Steps to reproduce

1. Open a homepage tab in private browsing
2. Navigate to the tab tray.
3. Long tap to open the homepage context menu.
4. Check the options

Expected behavior

The "Copy URL" option should not appear for homepage tabs

Actual behavior

The "Copy URL" option is available in the context menu intermittently
