Toolbar position does not update when changed through "Show Tour" in Settings

Steps to reproduce

Go to setting and select - show tour on toolbars screen change the toolbar placement leave tour observe no change to toolbar position go into settings - observe toolbar position entry has changed (but not applied)

Expected behavior

toolbar position changes

Actual behavior

no change in toolbar position when changed through tour, see
