[A11y] VO should move to header / sheet grabber when confirmation view is presented

It looks like the only one change is that when the success sheet is opened, the VO focus does not update and it’s still focusing the “Complete” button. It’s expected to be moved to the sheet grabber or to the heading after the Close and foxy image. I’d expect it to go to the sheet grabber out of the box, but maybe the reordering prevents it. Swiping right focuses “Privacy policy “ control at the footed. It’s a lower severity issue.
