Bottom modal view(s) are not visible

Steps to reproduce:

1. Make sure Tracking Protection Nimbus flag is activated
2. Open FF and open Tracking Protection Modal

Actual Result: Privacy settings button is cut off.

Expected Result: All views may be visible and displayed correctly.

Device: iPhone 15 Pro Max

For QA:

For iOS 16.0+ this Tracking Protection modal may be presented to be visible all the views inside the modal. (custom height) For iOS below than 16.0, the modal will be presented on half screen and have the possibility to extend it to full screen.

Mention: For iPad, this fix may not have impact on UI.

Verified as fixed on v135 (49854), with iPhone 15 (17.6).
