Steps to reproduce

  1. Open a webpage that has a <meta name="viewport" /> that contains user-scalable=no. For example: https://genius.com/Asmodeuszzz-firefox-lyrics
  2. Try to pinch to zoom

Expected behavior

Page zooms

Actual behavior

Page does not zoom
