An unsightly animation occurs when the download toast message is updated

Steps to reproduce

  1. Navigate to a website and choose to download a document
  2. Check the toast message

Expected behavior

The toast message is correctly updated with the button redirection to the Downloads section

Actual behavior

Check the toast message

  • Build version: 123.4 (39582)
  • First seen version: 123 or older

It seems we have a DownloadToast showing, then another type of toast is shown once the download is done?
