The onboarding message for upgraded users is not displayed for users that are signed into sync

Steps to reproduce

  1. Install latest v105.0 (18490) from TF.
  2. Sign in to sync.
  3. Install v106.0 (19218) and open it.

Expected behavior

The onboarding message for upgraded users is displayed.

Actual behavior

No onboarding message is displayed

Device & build information

  • Device: iPhone 12 Pro 15.6.1
  • Build version: v106.0 (19218)

Notes

The onboarding message for upgraded users is correctly displayed if the user is not signed into to sync when upgrading.
