Add capability to specify telemetry server URL

Being able to define a custom URL for telemetry to be sent to will be very helpful for QA work surrounding telemetry.

One variable is needed, serverEndpoint and it needs to be added, here. I have tried this locally and it works well but I am not sure of the best practices needed to implement this so that the default URL is used unless the build is a debug build.
