Use components lib-publicsuffixlist

It is identify the suffix in URLs, e.g. ".com" or ".co.uk" so we can create pretty home tiles. Our public suffix list code is old, crufty, and slightly asynchronous so I'd hope the components implementation provides a better API for us.
