Create localization (l10n) repository, integrate system for Show

Why/User Benefit/User Problem
FFES should be localized. There is a new localization process we need to adopt, described here (Mozilla Login Required).

CC @Delphine @Pike – this is the issue tracking the work to add localization to Firefox for Echo Show.
To do this:
- #93 so l10n can make string overlap analysis; fire tv needs to do it too.
- notify l10n of completion to do analysis so they can decide if we want one l10n repo for Focus, Fire TV, and Show
- Talk to l10n team about current progress of creating l10n repository
- Identify timeline for repo, notify Ashley
- Chip in where you can to set up l10n repo
@Pike What's the status on getting FFES integrated with the new l10n system? Starting next week, we'll be building a feature that will require new strings.
