Remove globalUserParticipation in NimbusSetup

We can remove this block of code now that we no longer require it: https://github.com/mozilla-mobile/fenix/blob/6e99d6310b0894e557731077a52cb4d11082b146/app/src/main/java/org/mozilla/fenix/experiments/NimbusSetup.kt#L98-L102

I think we can delete this now (it was there to migrate from mako).
