Support IAM Role descriptions

Modify the group role map builder to capture the "description" field for IAM roles and write it into the group role map file.

Modify the id token for role API to return the "description" field along with the list of roles

Modify maws to surface the "description" field in the role picker

Modify federated-aws-rp to also surface the "description"
