travis.yml causes multiple deploy attempts to pypi

Something about the travis.yml file causes, when a tag is applied, for a deployment to pypi to happen followed by the lambda job which tries and fails to deploy to lambda.

Not sure how to fix this. Maybe just move to GitHub actions
