Why don't we cancel the touch behavior when we receive a scroll event although slowly instead of asking for scrollTop? This operation implies reflows

There is a reflow only if something changed :)

Otherwise I don't follow the suggestion, sorry :(

Maybe I saw wrongly but according to app manager asking to scrollTop there are reflows.
