Sorry, I don't know. In general, the newer "baroque"-style ASN.1 goes poorly with asn1c, which is moch better suited towards simpler ASN.1 definitions... Maybe somebody else here could comment...?

Perhaps, you can treat the **content** of `OCTET STRING` that "wraps"`BSMblob_t` as OER-encoded buffer? And create another PDU containing what's commented out in your ASN.1 as `BSMblob`?
Way too little information to even approach this problem. What OS? What compiler? How was the `asn1c` built - with optimization, or not (if with optimization - turn it off,...
