Just to report that this problem persists for me thorough the current Macias Monterey.
I just want to chime in and express my support for and appreciation of this effort.
If memory serves me, `PKG_CONFIG` env var is used by other package managers, besides Cabal. Thus, relying on it here could be problematic.
