Translation for dataset identifiers

The internal CensusMapper dataset identifiers for census data, CA1996, CA01, CA06, CA11, CA16, and CA21 are not necessarily the most intuitive for users (and not consistent for legacy reasons). Cancensus should allow for simply using years (1996, 2001, ... 2021) as dataset identifiers and automatically translate them under the hood, that would simplify usage and make it more intuitive.
