Multi-select packages

Goal

Enable changes to multiple packages at once, such as localisation.

Motivation

Sometimes, you just want all packages in a context localised.

Implementation

Should mostly be a matter of changing the selection mode on the view itself; it currently assumes a single index, but could easily be refactored to support more.
