Does this require wifi all the time

Depends. If you have an ethernet connection, it ignores wifi issues. You can turn off the network watchdogs, and set a setting in os.conf to be networkless (no wifi or ethernet). Instructions This makes it to where you have to connect a keyboard and monitor, though. If you want to be able to connect to it via the WebGUI and/or SSH and in an area without wifi, you can turn it into an access point. Instructions Give a use case and I may be able to help you do work arounds.
