Video streaming port breaks stream on webapp

Hi, I finally reproduce a bug I'm having in the past months!

It happends that I had ports collided on my server where motioneye is running. the video streaming configuration collided with another service, but the video streaming of the camera wasn't up! after lot's of struggle I found out that this was the problem

solution

if the video streaming service is disabled it shouldn't break the motion app view of the camera
