Telegram "Attached Images Time" affects when the webhook is called and the command is run

I am running motioneye's edge build inside a docker container (motioneye version: 0.43.0, image digest: sha256:ba81da157862eb5ffd3cc091895e02cfc0c78b1a9e648b6ff6bd337d1b0cc3b7) and have noticed that under "Actions when motion has started" changing the "Attached Images Time" affects when the webhook is called or the 'command' is run.

if for example i have set the Attached Images Time to 30 seconds, i get the Telegram notification after 30 seconds (as expected), but right after those 30 seconds is also when the webhook is called and also when the command is run.

Disabling the Telegram notification, the webhook and the command are run instantly.

it appears that the Telegram action is blocking and the actions are executed sequentially, whereas ideally all 3 options should be executed in parallel (sort of)
