Themes can not declare dependencies on modules

The issue is:

Eleven is dependent on the help module but you can not declare dependencies on modules yet. So you can not enable the theme before you enable the help module. See issue https://www.drupal.org/node/474684 Currently is set als a 8.5.0 issue.

I suggest that for the time this issue in Drupal core exist we add some explanation about this to the documentation.
