RGB Cable Issue

Hi, I received my new RGB cable and fit it in the correct way on my Pi-4 . immediately after I turn it on I notice a white line about one inch on top of the screen. I was hoping that will disappear once the OS, it will start but no... is on there all the time.

The OS4 main screen is now at about 70 % of the height. I tried this new cable on my old Pi3B+ and had the same problem. I also tested it on my other bigger monitors ..a Philips and a Sony and I have the same problem with white line and screen height.

I opened the SCART and looks like all the wires are soldered properly so I am not sure what to do next. I never have this problem with my old cable and the OS 2 and 4 stay at full screen in height. Please let me know what should I do.
