How to change the default "custom_viewport_x" from "34" to "68"? Setting won't save.

By default (From a freshly imaged RGB Pi OS4 SD card) "custom_viewport_x" is set to custom_viewport_x = "34" on all retroarch cores. How can I change the default to "68" for all cores? custom_viewport_x = "68" is required for my TV otherwise some pixels are cut off on the left edge of my CRT screen.

I've tried editing the cfg files and putting in a manual override but this doesn't work. Retroarch shows the "Custom override loaded" text but the setting is still the same "34" when I go into Settings > Video > Scaling > "Custom Aspect Ratio (X Position).

This means that for every game I want to play I have to manually edit Settings > Video > Scaling > "Custom Aspect Ratio (X Position) from 34 to 68. (And every time I load/restart the game)

When I go to "Configuration File" and press "Save Current Configuration" "Failed saving config" error message shows up. Is there a way to fix this? Perhaps this would fix the issue.
