Enable AV.link

AV.link a.k.a. SmartLink, nexTViewLink Q-Link, EasyLink, Digital Link Plus, TV Link, Megalogic, DATA LOGIC is a control protocol that many SCART devices support. As far as I know, RGB-Pi doesn't. AV.link is very similar to HDMI-CEC (in fact the two are closely related) and allows for example turning the TV on or off. AV.link is using pins 10 and 12 of the SCART connector.
