Create tabs as discarded

Firefox supports the discarded parameter when calling tabs.create() which would achieve the design goal mentioned in https://github.com/moritz-h/urls-list/issues/11#issuecomment-450674001.

I would really like it if either tabs were created with discarded set to true by default, or a new preference is provided to enable that behaviour.
