Select box (with multiple selections) does not work and keep resetting

I have created a plunker here for demonstration.

Try selecting one or more options from select box with multiple selection allowed. Almost everytime, a user will not be able to change selection. Select box with single selection works fine.

It functions normally after timeout occurs.
