Storybook 7 and 8 compatibility

I created a similar add-on compatible with **Storybook 7.x and 8.x** [storybook-addon-theme-provider](https://github.com/morewings/storybook-addon-theme-provider) for React only at the moment. Proposals and criticism are welcome.

- Add semantic release package. - Add commitlint. - Add docs about that.

Has to be done after #801 - transpile project files to javascript; - tsconfig => jsconfig; - change rollup config;
