Make remote rule sets support multiple URLs. Tries all the URLs in sequence until one of them is returned correctly. Also compatible with existing single URL configurations.
I want to create a `GMSignatureSpi` subclass with customized `SM2Signer`. But `GMSignatureSpi`'s constrcutor is not opened to subclass. Please accept this to open it.
