Disabling "Login Confirmation Prompt" doesn't disable confirmation prompts for OTP tokens

Expected behavior

When disabling "Login Confirmation Prompt" in the minible, requesting an OTP token via the usb protocol does not prompt for confirmation.

Actual behavior

Requesting an OTP token still prompts for confirmation even though it's disabled. Regular credentials do not prompt, as expected, when disabling "Login Confirmation Prompt".

Step by step guide to reproduce the problem

• Disable "Login Confirmation Prompt" setting on minible
• request OTP token via usb
• notice that user needs to confirm
