Update Minimum PHP verion for Moodle 5.0+

According to the composer.json file in the MOODLE_500_STABLE branch PHP 8.2 is the minimum version for Moodle 5.0+

I am not sure, if this is a misunderstanding by me, but I found it to be confusing.

Thanks for catchign this. PHP 8.2 is specifically mentioned as a requirement in the release notes for Moodle 5.0 already but it's good to have it mentioned here too.
