[Sea of Claws] Vehicle Morale system

As ships have Morale property ( #1961 ), there should be also system in place on Vehicle Sheet to manage Morale.

The idea is Morale Modifiers — list (similar to XP Notes on PCs) of active modifiers, that are represented as Roll Formula (typically +d10, -2d10 and similar).

1. + button, which when clicked, shows list of all modifiers that users can choose from
   • should also allow inputting custom value with description
2. Ability to delete modifier
3. List should show all modifiers in table with each row being "description | modifier", for example Pay is generous | +2d10
4. There should be a button that says Roll Morale Change or something like that, when pressed, all modifiers are rolled and final result is added to Ship's Morale.
