Feature Request: Notify incident channel when closed/resolved from the headline post

Feature request for sending a notification to the incident channel when the incident has been closed/resolved. This would just help to know in the chat when the incident has been closed/resolved.

Just adding an update based on recent PR's - closing from within the incident using `@incident close' now informs the channel but from the headline post does not.
